Sir, – The Garda Representative Association position with respect to false breath-tests appears to be that its members were acting under duress and simply following orders.
First, as a representative body with direct ministerial access, why did the GRA not deal with what were clearly illegal orders?
Second, did its members have the capacity to make a moral choice in relation to their actions?
