Airlines will be forced to supply wheelchairs free of charge to elderly or disabled passengers under European Commission rules due to come into effect at the end of March.
Low-cost airline Ryanair has been criticised repeatedly because it refuses to offer wheelchairs to passengers who need them.
Responding to questions from Dublin MEP Mr Proinsias De Rossa (Labour), the Commission said it would shortly announce measures improving passengers' rights. Passengers suffering from "reduced mobility" will be able to receive "free of charge the assistance that they need at airports", including wheelchairs.
All other airlines operating from Dublin Airport provide wheelchairs and staff to take passengers to boarding gates.
The Equality Authority began an investigation last summer into a series of complaints from some Ryanair passengers affected by the company's stand, though none of the cases has yet been heard by the Equality Tribunal.
