The Government published its first Programme of Legislation yesterday, listing 105 Bills at various stages of preparation

The Government published its first Programme of Legislation yesterday, listing 105 Bills at various stages of preparation. A total of 20 Bills are included on its list of urgent Bills to be published by the end of the Summer Session on July 21st. These are:

Veterinary Practice (Amendment) Bill:Regulating procedures carried out on animals.

Energy (Miscellaneous Provisions) Bill:To provide a legal framework in primary legislation for the placing of energy efficiency obligations on energy suppliers and distributors

Dormant Accounts (Amendment) Bill:To provide for the exercise by the Minister of certain functions relating to the Dormant Accounts Fund

Qualifications and Quality Assurance (Education and Training) Bill:To replace the Qualifications (Education and Training) Act 1999 in order to amalgamate the National Qualifications Authority of Ireland, the Higher Education and Training Awards Council and the Further Education and Training Awards Council

Patents (Amendment) Bill:To allow for the ratification of the London Agreement on the Application of Article 65 of the European Patent Convention

Electoral (Amendment) (Political Funding) Bill:To amend the electoral acts to implement political funding commitments

Electoral Commission Bill:To establish a new Electoral Commission.

Local Government Services Corporate Bodies (Amendment) Bill:To remove any legal doubt as to the constitutionality of any new body established under the 1971 Act and to facilitate the re-organisation, merger or abolition of certain State agencies

Betting (Amendment) Bill:To bring remote betting (including betting exchanges) within the existing regulatory framework

Central Bank (Supervision and Enforcement) Bill:To provide for the enhancement of financial regulation

Finance (No 2) Bill:To give legislative form to the taxation measures envisaged in the Jobs Fund as stated in the Programme for National Recovery

Fiscal Responsibility Bill:To provide a statutory basis for a range of fiscal policy and expenditure management reforms

Ministers and Secretaries (Amendment) Bill:To provide for the establishment of the Department of Public Expenditure and Reform and the Department of Children and Youth Affairs

Public Service Pensions (Single Scheme) Bill:To provide a new single pension scheme for new entrants to the public service

Courts (Enforcement of Maintenance and Appointment of Taxing Master) Bill:To provide for better enforcement of maintenance and the qualifications for appointment of a Taxing Master

Criminal Justice Bill:To strengthen Garda investigative powers in to white collar crime

European Arrest Warrant (Extension) and Extradition (Amendment) Bill:To give effect to the terms of the Report of the Extradition Law Review Group

Spent Convictions Bill:To allow details of certain convictions be withheld

Social Welfare and Pensions Bill:To provide for change to the Social Welfare Code required under the IMF/EU MoU, to make outstanding Budget 2011 changes to PRSI and to make changes to the Pensions Act 1990

National Tourism Development Authority (Amendment) Bill:Toincrease the aggregate level of moneys provided by the Oireachtas in relation to expenditure on capital projects
