Mandatory ID cards and greater diligence on the part of parents are seen as essential to tackling underage drinking, a new report has shown.
The findings of a year-long study which centered on Bray, Co Wicklow, and carried out by social psychologist, Dr Mark Morgan were published today. The report recommended a community-wide approach to under-age drinking.
"Bray was selected because, in terms of size, social background and urban and rural influences, it is representative of many typical Irish communities," said Dr. Morgan.
The project included research into the attitudes of adults and the licensed trade to underage drinking.
Dr Morgan reported that a co-ordinating group should be established to oversee the many initiatives in the local community.
Abolishing the existing £5 charge for Garda ID cards, as a precursor to introducing mandatory ID cards, is also recommended.
Dr Morgan suggested that local authorities be obliged to adopt by-laws which, other than in exceptional cases, make the consumption of alcohol in public places an offence.
