The Kilkenny county manager is to be asked by the Department of the Environment to comment on how a woman was allocated a site she had not applied for and did not need.
Ms Judith Ashton says she was "very disturbed" on being informed by Kilkenny County Council in 1999 that she had been allocated the private site in Inistioge, as she was not on the council's housing list and planned to build on her own site in the same area.
The county manager, Mr Paddy Donnelly, had earlier become involved in discussions between Ms Ashton and an independent county councillor, Mr Dixie Doyle, who had offered to buy her site at Brownsbarn, also in Inistioge.
Ms Ashton says after she told Mr Doyle she did not wish to sell the site, Mr Donnelly intervened and had a meeting with her about the matter in his office. She informed the manager later that she intended to go ahead and build on the site.
Last night, she said she received a number of subsequent calls from the council and made it clear she was not interested in an alternative site which would be available for £20,000. When she was subsequently allocated one she felt under "insidious pressure", she said.
Kilkenny County Council, in a statement, said Cllr Doyle and 40 residents had objected to Ms Ashton building on the site, although planning permission had been granted. Mr Donnelly had endeavoured to resolve the matter. A private site had been "tentatively offered" to Ms Ashton as it appeared she would qualify, it said.
Ms Ashton has written to the Minister for the Environment and Local Government, Mr Dempsey, about the matter. A spokeswoman for his Department said further information had been sought from Ms Ashton.
